Constitution
Article II - Purpose and Objective
The objective of the Club is to stimulate interest in model aircraft, promote education and public awareness about the science of radio control aeronautics, and good sportsmanship. The purpose will be to establish safety, promote a fraternal spirit among members, other modelers and model clubs, and to furnish recreational and educational activities for all club members and their families.
The design of the Club emblem will be determined by the membership.
Section1. MEMBERSHIP
b. Applicants must apply for membership at a formal meeting, by mail, or via the Internet. Application and dues must be submitted to the Club Treasurer before membership is granted.
c. The Secretary and Treasurer will screen the roster quarterly and submit names of members, without AMA cards, to the Club Officers for revoking membership from the Club.
Section 2. Junior members will be in accordance with AMA directives. Junior members do not pay dues, may not hold elective office, nor vote in general elections.
Section 3. Membership in the club may be terminated voluntarily upon request of the member concerned.
Section 4. Membership in the Club may be terminated by the membership as follows:
a.
If conduct of the member is such as to bring discredit upon the Club.
b.
If a member fails to meet his/her financial obligation to the Club for a period of ninety days. Member may be reinstated by payment of dues.
c.
For other causes as outlined in the By-Laws. Such members shall have the privilege of being present and heard before the Club Officers prior to termination. Membership so terminated may not be reinstated without a 2/3-majority vote of the membership.
d.
Membership in the Academy of Model Aeronautics (AMA) is required for all members, except Non-Flying Members.
e.
Any member deliberately breaking Club rules, not acting in a sportsmanlike manner, or being uncooperative is liable for expulsion from the Club by a majority decision of the members.
Section 5. Membership in the Miracle Strip R.C. Modelers will be considered by the general membership upon submission of AMA application and appropriate dues.
Section 6. Each member may view on the clubs’ web-page or will be presented a copy of the Constitution and By-Laws if requested.
Section 7. Misc
a. All members will be responsible for payment of any assessments approved by the Club membership.
b. All members shall be responsible for personal and property damage caused by themselves and shall assume said responsibility before resumption of flying.
c. Club members are encouraged to have occasional guests at the flying field and meetings. Guests shall comply with all Miracle Strip RC Modelers, AMA, and
d. Application for an Honorary Membership must be submitted to the Club Officers for approval. If approved, the President will bring the application to vote at the next Club meeting.
ARTICLE IVa --- MEMEBERSHIP CATAGORIES
1. All persons shall be eligible for membership in Miracle Strip RC Modelers, and shall agree to abide by its Constitution, Club Rules and Regulations and those of the AMA.
2. The membership shall be divided into the following categories:
A. Student Member: Is (18) years old or younger and has full privileges and voting rights. Membership dues are as listed in Article IV, Section 2, Sub-part A
B. Open Member: Is nineteen (19) years old or older and has full privileges and voting rights. Membership dues are as listed in Article V, Section 2, Sub-part B
C. Associate Member: a Non-Flyer who is interested in the activities of the Club. An Associate Members have no voting rights, and may not hold a Club Officer position, but may be appointed to a committee. Associate Members are not required to hold an AMA membership. If an Associate Member decides to upgrade to Open Membership then a valid AMA Membership is required and payment to the club in the amount of the difference in the dues between Associate and Open Membership. Membership dues are as listed in Article V, Section 2, Sub-part C
D. Senior Member: Is sixty-five (65) years old or older and has full privileges and voting rights. Membership dues are as listed in Article V, Section 2, Sub-part D
E. Family Membership: Requires at least one “Open” membership. All paidFamily Members have full privileges and voting rights. Family members 19 years of age and under (non-paying) do not have voting rights. Membership dues are as listed in Article V, Section 2, Sub-part E
F. Honorary Membership: Honorary members have no voting rights, cannot hold a Club position (neither elected nor appointed). Honorary Members are not dues paying members. Honorary Memberships are granted by a unanimous vote of the Members. Honorary Memberships will be reviewed each January by the Club Officers to determine continued eligibility.
G. Snowbird Membership: Must not live in the area, and spends less than 6 months in the area. Snowbirds have no voting rights and cannot hold office. Membership dues are as listed in Article V, Section 2, Sub-part F.
3. Flying members will be required to hold and maintain a membership issued by the AMA. llfirst-time flying member applicants ,and present flying members seeking membership renewal must have proof of current membership in the AMA. Associate Members (non-flying)
do not require AMA membership.
1. Membership is accepted upon payment of dues and validation of current Academy of Model Aeronautics (AMA) membership.
2. Club dues shall be as follows:
A. Student Membership (up to and including 18 years of age) Free
B. Open Membership (Ages 19 to 64 years) $25.00 per year
C. Associate Membership (Non-Flying) $15.00 per year
D. Senior Membership (65 years of age and older) $20.00 per year
E. One Open membership in the Miracle Strip Rc Modelers flying Club provides other membersof that immediate family the status of Family membership. Family membership dues are:
a) Family members 19 and over $15.00
b) Family members 18 and under are free.
F: Snowbird Membership $15.00 per year.
3. Membership dues cover the cost between the time of acceptance and December 31 of the same year.
4. If a member(s) joins between July 1st and September 30th, the member(s) will pay 50% of full applicable membership dues for that year plus a $5.00 initiation fee.
5. If a member(s) joins between October 1st and December 31st, the member(s) will pay 25% of full applicable membership dues for that year plus a $5.00 initiation fee.
6. Dues for members in good standing must be paid yearly and are due by December 31 for the following years membership. Any member that has not paid their dues by the January
meeting shall have their Club privileges terminated and will be dropped from the Club roster.
Any member who has not paid their dues before March 1 will be considered a new member
and will be subject to a $5.00 late fee. The Club Officers may waive the late fee for past members in good standing if the Officers determines there are extenuating circumstances.
7. Dues and other fees shall be governed by the Club Officers, subject to membership approval and reviewed annually.
Each member shall pay dues and other assessments as determined by the Club Officers and approved by the general membership.
Section 1. The administration, business and detailed supervision of the Club will be conducted by Officers elected from and by the membership of the Club.
Section 2. The Officers of the Club will consist of six members: President, Vice-President, Secretary, Treasurer, Safety Officer, and Program Director.
Section 3. Meetings will be presided over by the elected President. In his absence, the meeting will be conducted by an elected Officer in the succession listed in Article VI, Section 2.
Section 4. The custody of funds and their records is the responsibility of the Treasurer.
Section 5. Vacancies which occur before the expiration date of elective office will be filled by special election.
Section 1. General meetings of the Club will be held once a month. Special meetings of the membership may be called at any time upon request of a Club Officer or written request of twenty-five percent of the membership of the Club.
Section 2. Elections:
a. Elections of the Officers will be held annually in the month of November
b. All elections will be held by secret ballot or any way acceptable to the membership present at the November meeting.
c. Newly elected Officers shall assume office at the regular December meeting.
d. Officers elected by special election will assume office immediately.
Section 3. Voting:
a.
Voting for any action or issue will be on the basis of one vote for each member. Proxy voting is not authorized.
b.
A majority vote of all members present at a regular or special election will be sufficient quorum to approve business or decide operating issues.
c. Amendments to the Constitution and/or By-Laws requires prior notification of the membership.
Article VIII - Committees
Temporary committees may be appointed by the Club officers as deemed necessary.
Section 1. This Constitution and its By-Laws may be altered or amended by a majority of the membership present. No proposed alteration or amendment shall be voted upon at any meeting of the Club, unless prior written notice of such proposal shall have been given by the Secretary to all members.
Section 2. Procedures for amendments and alterations:
a.
A draft of the proposed amendment may be prepared and submitted to the Club Officers for presentation at a regular meeting.
b.
A motion may be made and approved at a regular Club meeting.
c.
The proposal will be given in written or electronic form to each member prior to the next regular meeting.
Section 1. Members who are in good standing within the guidelines of the Constitution and By-Laws of the Club shall have use of the facilities subject to published use and safety rules adopted by the membership.
Section 2. Members of the Club shall be provided with an annual membership sticker or card. This sicker or card with a current AMA membership card shall be display prior to removal of any frequency pin or flight of any model.
Section 1. By-Laws to this Constitution will be promulgated for the purpose of providing detailed operating procedures, rules and regulations, and standards of conduct..
Section 2. The membership of the Club will make, alter, and repeal rules and By-Laws when necessary for the proper administration of the Club.
Section 3. Rules and By-Laws so promulgated by the membership and posted, will become effective immediately.
Section 4. By-Laws will not be promulgated which amend, alter or delete any portion of the Constitution.
Upon dissolution of the Club, all remaining assets, after bills and expenses are paid, will be transferred to a non-profit type organization promoting the enhancement of model aeronautics and education.
This Constitution and By-Laws shall become effective upon adoption by an affirmative vote of the majority of the membership present.
